Ive always been lead to believe that the Tallyman is a loan shark who lends u money or u can buy items from on tick. But from how it was portrayed in Lillies last night, it was as if he's a legal person who makes sure that rented houses only have a certain amount of people in them to stop diseases spreading. As years and years ago, there was lots of overcrowding in houses as people couldnt afford to live as nuclear families so diseases spread very easily. That was why council houses wore made to stop people living on top of each other. Also from Lillies it seemed that the Tallyman would take how many people who u had over in your house and stick them in an orphanage or old peoples home.

Tallyman
