Yes it is a scam,
First you did not enter the contest so it is not real
Next what happens the check is fake, but since it is most likely from another nation it will take weeks to find out it is fake.
So you deposit it, send them thier "fee" then the check bounces as a fake, and you owe the bank all that money back.
So you end up oweing the bank all that money for the fake check, and if you don't pay they file criminal charges.
This is a fairly old scam done different ways

Well did you enter any such drawing?
I enter Readers Digest and Publishers Clearing House contests all the time, so if I recieved such a cheque it would be valid. I've never heard of a contest combining those companies though, so I don't think it's legit.
I also think you should take the cheque to the police.

You should go to the bank and ask the manager. Bring the check. If they are asking you to give them processing fees DO NOT DO IT. Readers digest and publishers clearing house would NEVER make you pay.

Yes. it is.... 99 % likely. The internet scam like this one usually tells you that you are going to get some lucky money, but before that it will ask u to FIRST provide some processing fees.... don't fall for it.. it's usually a scam, or ad... either way there is no such thing as free money... Why, of course it is! You send them the "processing fees", cash the check, and afterwords it is found out that the check was counterfeit. You lose the "processing fees", and are left with the piece of paper.
Take the "check" to the police.

There must be a lot of processing if it cost $47,000,00.
Remember if it seems to good to be true it probably is.
You could check with the better business bureau, and your bank may be able to help you too. Good Luck.

A cashier's check is usually ok. Read the ENTIRE thing very carefully to see if signing it requires anything else of you. You also might call them or contact them via internet to verify it's for real.
