Sure you can. There are a lot of services online that allow you to build free websites.
But it's best to actually OWN a website.
I'll guide you through the steps if you want. I know it could be confusing. And most people will try to sell you something. I'm pretty tired right now and planning to take a nap. Otherwise I would write down everything in more detail.
But my offer is standing. Let me know if you want to know more.

Yes you can for sure if you know how to build it. There are many free website hosting servers where you can get registered and get free space for your site and host your website for free with them.

TIP: If you see a website that you want to replicate, in Internet Explorer look-up at your tool-bar. CLICK View then CLICK Source and you will see the HTML code for the website. You then can highlight copy and past the cade for editing purposes.

Yahoo Geocities is a good start however it has banner adds.
Every "free" site will have banners & adds to help pay for expences.

Yes, www.freewebs.com as well. just be careful when it asks for a name of you webpage in the beginning pick the name that best describes your webage....not something like you last name or "test1" because your link will be www.freewebs.com/test1 and you can't change it!
