My uncle, who is now deceased used to use that word a lot while I was growing up. It is a person who thinks they are highly important and speaks as though they have much knowledge, but in reality, they are young and no very little. He used to refer to young men who came to our house to 'court' my sister and I as "young whippersnappers". (smile) In other words, my mother would say: A know-it-all-who-knows-nothing-at-all.

The dictionary definition is as follows: "a diminutive, insignificant, or presumptuous person", and generally it tends to be used for a know-it-all young man. It's a fairly old-fashioned term nowadays.
