If the government would stop spending billions on wars that are not being won by us and start spending money on better projects, we wouldn't have all these problems like the one you have mentioned!

1st be aware that children lie because of the constant social temptation of drama and yes, it is societies responsibility to behave like adults and not react to a child's dishonesty or ignore it. In other words please be aware that many have been caught trying to fix something that isn't broken which ends up creating huge problems...it's called being party to pitting children against parents and at that point will put parents on the defense. Kids, gotta love em, have been attempting this throughout history.

For those true cases where a child is not eating... What is the reason? Is there really no food available? Are parents purchasing the food and it's not getting eaten? Past a certain age a child should grab there own breakfast and pack a lunch. When I was a child I use to do this hideous act of throwing my lunch in the garbage because I wanted free lunch at school that I could have cared less was paid for by tax payers. Just like I could have cared less that my parents worked to pay for that packed lunch I threw in the garbage.

It's been done....School breakfast, lunch programs, food stamps(funded by the government)...schools administer their programs, the problem is getting food stamps, first changed into nutritious food not money or drugs, and second, getting said food into the belly's of the children regularly.

We could stop spending a billion dollars a month in Iraq and Afghanistan and spend it on our own people?

The one school a few minutes from me offers breakfast programs. Maybe more schools should catch on to that trend. :]
