My ipod is giving me this wierd screen?

I have tried to reset it, but every time I plug it in I get the same screen again. Its a picture of a battery, and on the back end of the battery there is a little lightning bolt.

what the hec is it doing?

This means it is charging (or charged). This is normal and this should happen!

That screen means the iPod is charging...
