I am getting ready to move to England and am having a hard time finding a cell phone company.

The main cellphone or Mobile phone providers in the UK are:
Orange
Vodaphone
O2
T-Mobile
As for which is the best one there are many different traffic depending on how and where you want to use your mobile. The two main types are contract or pay-as-you-go. It can take anywhere from 30 seconds to 30 minutes to set up and account so I would suggest doing your shopping around when you get here.
Most high streets and shopping areas has a durth of mobile phone shops that often sell 2 or 3 different networks so they are a god place to start.

Orange, Vodafone, Virgin or O2 are a good bet. T-Mobile and 3 have bad coverage. Why not buy a cheap pay as you go (around £30+) when you get here and then decide when you have more local information as to what phone works best where you are?

I work for Orange so I would naturally say Orange but in the past I did try other companies and the signal wasnt too good. You can call the phone companies and they will check the signal in your area before you begin a contract if you ask them.

o2 has got a rubbish signal in my area.the only good thing about the network is all the free stuff you get with it!so its either vodafone or t mobile.
