Feb. 16 is when CRA begin accepting e-file. The T slips has a filing deadline of Feb. 28th. If you are going to use manual filing and you have the available form as well as all other information required then you don't have to wait until Feb 16.

You can file from Jan. 1, 2007 on as long as you have all your T slips and a form to submit the info with.
