There's a product ( and many generic ones) called CLR - that is intended to remove calcium, lime and rust. That should do the trick.
However, if it is stainless, you shouldn't have rust at all. What is causing that maybe an alloy that's in it? I use Calphalon stainless cookware, and have never had a problem.

Your going to think I am crazy but try using liquid plumber...I have been cleaning houses for 17 years and it is the best thing to use on your stainless steal sinks. make sure you ware gloves...put a little on a cloth and go to town no scrubbing AT ALL...it will lift all the stains out in seconds. Try this on all your cookware you will be very surprised.

Stainless Steal isn't supposed to rust.
Try an S.O.S. pad, give it a good scrubbing, rinse it well and dry it off with a cloth.
Hope this helps.

It actually looks like a stain produced from food that may have been stuck to the bottom of the pan prior to your brother setting it in with his concoction. I would try "Comet" and a "Scotch-Brite" scrubbing pad a little bit of water and some elbow grease.
