"African" is not a race. There are Arab North Africans, White South Africans, etc. "Black" is a race, "White" is a race, etc.
Much like there are "Black" Europeans, as defined culturally, there are "White" Africans.
In the United States, few (if any) Blacks have any connection to Africa anymore than White-Americans do to Europe. African-American should be dropped for "Black" much like "White."
When we refer to hyphenated Americans, it is often first and second generation immigrant groups who actually did come from the prefix (ie: Japanese-American, German-American, etc etc).
Now, if you immigrated to the United States and became an American citizen, yes, you would be an "African-American."

Purely hypothetical question. How would you self-identify? That's part of it. How would others identify you, treat you, and act towards you? That's another aspect. What kinds of definitions would various social institutions use to identify you?
A simple yes or no just doesn't suffice. You might be justified in referring to yourself this way, while at the same time people might not accept such a claim or they might fully support it. No easy answer.
