You need to put the program in the startup list - drag a shortcut that goes to the program into the Start menu, onto "Programs" then onto "Startup".
Make sure you've set up the networks to be preferred in your wireless settings. Click on Start, then on the right hand side there's a "connect to"... click on the "show all connections". Right-click on the wireless connection and choose "properties". Choose the "wireless networks" tab, then on the network you want to connect to, then "configure". Make sure it remembers all the settings it needs, and then click on ok.
Go into the advanced part and choose to connect to any networks.
That should do it.

If it's an insecure network, make sure that you go into the properties of the wireless network connection. Then click on the wireless tab, click on advanced, then choose the any available network. Also, highlight your network connection in that list on that screen, choose properties, click on the connection tab, and make sure you put a check in automatically connect if this network is within range. Also make sure that the connection you use most is the first one on that list.
