In my opinion, his complete works. If you're only interested in his poetry, try Complete Poetry (ISBN-10: 0451526406). It's available on Amazon for $4.95. I love his prose, too, so I can't help mentioning it. You can buy a complete works in paperback for cheap, too (Edgar Allan Poe: Complete Tales & Poems - $12.99) .
