YES!!! air travels that speed lots of times inside an airplane, a space shuttle, etc.

Boeing 757 travels at over 800 km/hr

I guess shooting an oxygen tank should do the trick.
Or just firing a normal gun will also acclerate a small portion.of air inside the gun to a high speed. Or blowing up some explosives.
In a very powerful tornado the wind may also get that strong.
