anyone know a good free bandwidth limiter?

four people share my flat with a 10 meg line but since one moved in and is on chat with china it seems to hog all the bandwidth, its taking me at least 30 seconds to open a web page. i need to limit her speed

I suggest you discuss with your flat mates how to share access in a fair way - for example, perhaps each of you could have 'priority' for 1/4 of each hour ... when it's you turn you could then ask her to 'hang up' any high bandwidth use.

If all else fails ...

If you are wired, then log into the Router and limit the bandwidth on the Port she is connected to.

If wireless, you need to know the ID of her computer - then set the wireless router to limit bandwidth to that PC.
