No don't touch it ,the council may not be bothered with it but penny to pound you tidy it up they have you in court.You obviously have an interest in it so a little bit of smarts ,could get you the land.Write down how and when you have asked them to tidy it up,take some photo's of what state it is in.Document how long it has been in that state months years etc,then approach the council personally.Obviously make sure what department is responsible for the land and show them your photo's and your written documents.Tell them you are willing to clean it up at your expense and landscape it,but make sure any stipulations you have are clearly understood.If you are prepared to purchase the land at a discount price as you are doing them a favour make this clear as well.If like councils do sit there and make no attempt to accomadate you,then get tough with them.Tell them if they are not prepared to sort anything out you will take the matter to health & safety etc.I'm sure these youths are leaving rubbish etc around,and demand the council start cleaning it up on regular occasions.

if it belongs to the council they could make you pay to put it back to the way they want it by saying you did not have permission
it only counts if you live in a HOUSE for more than 12 years as a resident without paying any rent and no one asks of any,
be careful the councils can be very funny in the way they deal with this sort of thing,,but good luck

If you have tackled the Council about it already and made no progress, the only thing you can do is write to your local MP. You cannot do anything to the land without permission I'm afraid.

You are not allowed to do anything to council property. Ask them to clean it up, or you could ask for permission to buy the land, fence it, and incorporate into your garden.

Just do it but don't spend much on it. They may ask you to return it to the state it was in - this is easy - tip your bin on it. You will never own it by taking it over
