I fear little will be done that is meaningful. Start with management and have them ban hooligans that are caught fighting. Increase the number of police at matches.
If teams are repeat offenders then have them play in empty stadiums or deduct points. Once fans and teams are sanctioned something might stop the violence.

They should bring in teams like Rotherham United - they'd have very little crowd trouble because the crowds are very little.

surely the fans were just copying the players... falling over, diving, pretending to be hit by a missile, screaming, crying etc etc
i think stoping them play is a good thing, they can have their ball back when they behave properly.
