1: Because updates (like SP2) sometime can break Windows: backup all your important documents. Backup the backup and check the correct working of that backup on another computer.

The Windows firewall doesn't block malware to 'phone out', it only blocks remote (port) attacks trying to come in. This means: If malware is able to penetrate the computer, outgoing info (credit card numbers, passwords, etc.) is not blocked.
I advice ZoneAlarm: http://www.zonelabs.com/
Almost all malware comes in via ActiveX and other automatic things like 'preview window' in Outlook (Express). Generally, all automatic services on Windows are rather insecure.

Check your PC for virus and or spyware. Defagging isnt enough.

All of these are ones that I personally use and all are free. After you install any of them, make sure you update them to get the full affect.

Spybot - Search & Destroy detects and removes spyware, a relatively new kind of threat not yet covered by common anti-virus applications. Spyware silently tracks your surfing behaviour to create a marketing profile for you that is transmitted without your knowledge to the compilers and sold to advertising companies. If you see new toolbars in your Internet Explorer that you haven't intentionally installed, if your browser crashes inexplicably, or if your home page has been "hijacked" (or changed without your knowledge), your computer is most probably infected with spyware. Even if you don't see the symptoms, your computer may be infected, because more and more spyware is emerging. Spybot-S&D is free, so there's no harm giving it a try to see if something has invaded your computer.

You don't have to use Disk cleanup every time you defragment the computer however it is a good idea to do it.
There are several free good firewall's out there that are much better than Microsoft's firewall.
A couple of things that you didn't mention is anti-spyware/malware.
I use Adaware found at http://www.lavasoft.com
and for an antivirus I use AVG Free found at http://www.grisoft.com

I hope this helps you
