The ancient Egyptians did, amongst others, so it's nothing new. So did the ancient Greeks.

Modern American trends towards women shaving started in the early 20th Century with the popularisation of safety razors and then shorter skirts.

Shaving by women is much more general in the US than elsewhere. This is partly due to the fact that American women, due to higher nutritional standards, tend to have higher levels of the predominantly-male hormone testosterone than women in less prosperous countries and therefore tend to have more body and facial hair.

I know Cherokee women got rid of all body hair by shaving or plucking. So did the men, actually. We think body hair is nasty.
