Everyone has hair on their face. whether or not it becomes a prominent mustache relies on one of two things. A woman's estrogen may be low or her testosterone may be high. Or you may be just judging a woman who has very dark, thick hair and it is just the illusion of a mustache.
Hirsutism is the medical term for hair on women where it doesn't belong.

For the same reason men do - testosterone. As women age, their level of estrogen drops; if it drops enough, some women have enough testosterone that the hair follicles on the lip will start producing the kind of hair one would normally associate with a man. Almost every woman has a FEW hairs like this, simply because there are always a few follicles that are especially sensitive to even a small amount of testosterone.

same reason males do, testosterone in the blood causes the hairs to grow in the same parts of the body in bolt sexes.
Testosterone can also be stored in fat cells, then when a female loses weight the hormone is released, causing hair growth in places women don't usually want hair to grow. there is also the chance that her body just produces more of the hormone than other women. Just don't give her a home waxing kit as a gift when others are around unless you enjoy a female causing you pain...:)

When you reach around 30 your estrogen levels begin to drop and if you've got skin that's sensitized to testosterone AND you have moderate to high testosterone levels, your hormone balance shifts towards testosterone-dominated.

Facial (and also body) hair on women comes about in the same way as on men because of

1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many

2) your body producing high levels of testosterone

The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.

Everyone has the potential to grow hair all over their bodies, most women just don't grow coarse or visible hair in the places men grow a lot of it (chins, upper lips, etc). But, some women do, just as some men can't grow beards or mustaches.

All females have a bit of testosterone (the male hormone), but some just have a little bit more than others. (Hence facial hair).
