i have been a runner since i was in the 6th grade....long time ago, im female and 5'10. I was always better at running long distances, this because of endurance (traning and fitness) however when you are talking about short distances like the 100 meter, no hurtles it is easier for a shorter person. From experience it takes longer for a tall person to get going. If you are going to be a sprinter(short distances) than you are usually short if you do long distances (800 m and above) than the taller ones usually excell in that, there stride (the distance in their steps when running) is much farther than the stride of a shorter person. HOWEVER.... you can be short or tall and still win the race.... the biggest factor in running is not your height weight or even your fitness it is your disipline.

Speed = Frequency x Wavelength
So to run faster you must increase the frequency of strides or increase the length of the stride. Logic would suggest that the longer your legs (i.e. the taller you are) the longer the wavelength.
However the taller you are generally the slower your strides become (they have to travel further), so its a compromise really.
So height could be important, but if you maximise your frequency or your wavelength, then you will be fast, and this is where the fitness aspect comes in. By being fit you can maximise both factors.

yes. but its not a question of whether small or tall height can win the race.if you dig deeper there are much more important factor than height like your VO2 max, kind of muscle fiber in your leg, your physical features, dna, wind tunnel test , etc. But all goes down to proper training and equiptment. Try hire a coach it makes a big difference on your training. Even world class athletes hire their trainer or coach.
