How come the images fluid on a TV show is kind of slower than that of a news show or anything? (ie: the wheels of a car)

Forget the wheel example, twas bad. I meant something else! When you watch C.S.I. and Ann Coulter, the images speed is different. WHY IS THAT? It has got to be dealing with the images per sec etc. But I don't understand why they chose one type of camera instead of another.

the camera cannot caluclate the rpms of a tire or anything else moving at a high speed, its the same as looking at a ceiling fan spinning, if you blink it appears it stopped, the same goes for each slide of a camera taping something moving....and I suppose they use special effects to increase the excitement
