Go the drug store and buy 91% rubbing alcohol. Dilute this with an equal amount of water. Using a soft cloth gently rub the area, not using too much pressure. Every five minutes or so, wring the cloth out and apply some more of the alcohol/water mixture. Be careful not to let it drip to the bottom of the screen as it may short circuitry if it works it's way through the seam. It will take some time, but more efficient ways of removing superglue will damage the lcd screen.
Acetone, paint thinner, and GOOGONE (or GOOFGONE) will damage the screen.

Just about the only thing with will dissolve super glue is acetone (Nail polish remover), but that will probably damage the screen. Try taking a small bit (very small!) on the end of a Q-tip and rubbing it on a small corner of your monitor to see if it mars the surface.
If it does, you are stuck with the super-glue (pun partially intended)

Try GOO GONE. It is a powerful adhesive remover which can dissolve almost any thing. I would be careful, read the instructions and test it first to make sure it does not dissolve your LCD.

I don't want to know how it got there but you may want to try nail polish remove (acetone based) to disolve it. I don't know what kind of damage that will do to the screen.
I'd try to chip it off first, of couse being really careful not to damage the screen.
