I need someone that has HVAC service experience

Assuming your good at sheetmetal work, Send buisiness cards and a short letter to all local HVAC companies as a independant contractor. Send to local builders and contractors. You may run into someone who will offer you a position or at least talk to you to get contacts.
Then visit the local vocational/technical schools and talk to the INSTRUCTOR. Students have to work for a few years before they get licensed. Instructors might know someone. You have to make some noise to get others attention. Put an add in the local paper looking for what you want.
Check to see if you need a contractors license to do this. Get it if you do.

Put an advert in trade papers, or if you want them young that you can train start at a votech school.
