Not at all. You may be more qualified for one over the other. Keep in mind that some job openings are set up by law but may be already assigned to someone else. (i.e. Someone is being promoted to a position that is being created. The company still has to advertize as an open position.)

i think if i was the HR guy i would be impressed with the fact you could be useful to the company in more then one way.

I wouldn't think so .i would be impressed that you were so versatile, and recognized your own abilities.If you have qualifications which make you a suitable candidate for both jobs,then why not go for it.
