About a year ago we bought two everyday run of the mill goldfish. They were in a fairly small tank to begin with and one of them started really growing . We decided to get a bigger tank which we did and now the one that is growing is huge but the other one hasn't grown at all as far as we can tell. We have now added to black goldfish and they stay about the same size but the one is still growing. We started calling him porky lol. What would make one fish grow so big and the other one not change at all.

Porky is the dominant fish. He is lording it over the smaller fish and getting the lions' share of the food. Try feeding the fish with regular pellets. The big fish will fill up. Then feed the fish again with a higher protein meal (like mosquito larvae, etc). Porky will be full while the others will get a fill of the higher nutrient food.
This, of course, will mean more big goldfish...

Usualy for every specie , there 's a certain standard on size. So if you know the average size of that particular goldfish you can compare the one that is growing fast and the one that is not growing. Which one do you think is abnormal in size? If that fast grower has become monster in size, then it is ablormal. If the one that is not growing is too small for the specie size, then that also is abnormal.
Probably the reason why one is a fast grower is that it is eating all the food you gave and maybe he is bullying the other. Or it may be that the the bigger one was born with a good body build and the small one is a runt.

I hope you have at least 40 gallons now and plan for 125 gallons in the near future. Your small fish are stunting. That means their outside body stops growing but the organs inside keep growing. It eventually kills the fish.
Porky may also be a common/koi hybrid. They have no barbels and look like goldfish, but will quickly grow and can make it to 4 feet at adult size. If he is a hybrid you will need a pond for him.

you have no way of knowing where the fish has come from. Two very alike looking gold fish could come from two very different backgrounds. Since there are 4 basic types there are numerous sub types. One thing is for sure they all orignated from the the gibel carp from the streams of China. Many are bread to look different and to look the same. Your larger fish could be from a larger gold fish group. Nothing to worry about though, since there are so many factors involved with the backgound of goldfish, porky may be from a larger line of carp.

Feeding, filtering and light also accelerates or inhibits growth rates.

Remember to keep them happy and healthy, which seems like they are, don't forget to add peas to their diet. This will keep the swim bladder disease away from your lovley fish.
