how is that it didn't snow by today here in Romania?

here every winter snows very much from December...

In Bucharest is finally snowing today...I was pretty sad it didn't snow in December,but now I think we will finally have snow...
I have no idea why,as far as I know many people have blame it on the "global warming"...But it is not the first time is not snowing until February...
