All Americans?
My mother speaks with a very noticeable Cuban accent. But she's an American citizen. Her voice is anything but whiney.
Same with Arnold Schwarzenegger -- except that his accent is Austrian, not Cuban. But it's definitely not whiney.
And I dare you to tell Chuck Norris to his face that he has a whiney voice -- right before he roundhouse-kicks your butt!
