I need something within the price range of 200 - 400 pounds. That can handle daily use, be mobile and has the ability for me to pay in installments.

Well... £200 - £400 is not much. Have you considered investing in a desktop instead?
However, DELL have NEW laptops (Inspiron 1501) from £249 (ex Vat), check their website!
I strongly advise you to purchase a new computer and not some reconditioned wotsit off eBay.

P.S.: You order Dell computers on the net and they mail them to you. But there are also some computer shops that will do the ordering for you and you can then collect your computer from the shop AND they give you a 5% DISCOUNT!
