The idea of "living" itself is not universally the same. Plus not everyone has the same way of growing up. Some are born with less privileges, other with more... Some are born in rich families while others are born in poor families. Some are brought up to be good people; others may be not that fortunate. Every criminal is a human being trying to justify its existence. There are exceptions, but they fall in the abnormal category. So what to do about it? Do you know how criminals become criminals first of all? Don't you think you should give them a chance to justify themselves?
My dear those "necessary things" that you've mentioned are material. They exist partly because of modernization or because of our current civilization. If you tried to understand humans from an evolutionary perspective then you'd say things like fear, depression are the common enemies. I'd say that the urge to survive is something fundamental although not apparent. How we choose to live or survive is simply circumstance. I hope you get the logic/philosophy.
I am not trying to justify criminals or miscreants. What they do inevitably thwarts our survival...which is why we think bad about them. So what to do about it?
I'd say try to understand how criminals become criminals and help them.

The Iraq Wars were over Oil and the many rich influential people
in society and governments of the Richer Country's. influence the Powers that be.
Even so Sadham had to be got rid of, the problem is it is such an evil regime, that it will take a few hundred years to sort it out.
within the life time of our children there will be catastrophic changes in the weather system, that will effect future society's

People in the world DON'T have everything necessary. If they did there wouldn't be the problems they are.
People who are criminals and social misfits tend to be the ones who were deprived of what it takes to make a solid person of conscience. People of different cultures not only don't understand other people's cultures but more often disagree with the beliefs of those cultures.
All anyone can do is try to build their own little world into a peaceful, happy, one and try to do what they can (if they can do anything at all) for the larger world and realize that while a better world is certainly possible in our lifetimes it is extremely unlikely that a completely peaceful and happy one will.

I wish I had at least some of the answers to your question. I'll just make a few comments that might be helpful to someone trying to understand it. First, our lives have become much more compartmentalized and dehumanized. Most of us have the material comforts we need, but we do not relate to other people or network with our friends, relatives and neighbors the way we used to, as a caring community of supporters. Instead, we all are involved in a series of activities which tend to remove us more from meaningful human interaction. Violators of social norms or decency and good behavior go undetected and unpunished. For example, once teachers used to go to their students' homes and could check out what kind of conditions they lived in. If there was some trouble in the family, something could be done about it (give the parents help, take action for child abuse, etc.). Now, no one even pays attention to what is going on in the schools. Wake up parents! Your kids are in a school where drugs, steroids, guns and who knows what are for sale. The gangs have made headway into the schools, and the schools are protecting them by not dealing with the problem, often even trying to screen the police from coming into the schools. Neighbors can live next door to you, and you might not even know their names for years. All of this lack of proper contact gives evil people ways to hide their activities and exploit others. Violators go unpunished.
It's even worse when you have a leader of a country and his administration lying to people and sheilding their own criminal activities. What kind of message does that send to our children?
Perhaps the Internet will help people develop better international feelings, as you put it. Student exchange programs, and citizen diplomacy efforts are also very effective. Most of the time people fear and hate only those peoples they have never had any contact with.
I hope someone else will come up with some insightful comments.

The simple answer is intelligence. It varies from individuals. It not only various between individuals but also within himself quite often. This trick of intelligence imposed by God in birth decides in degrees the good and bad to be picked up. This answers for the difference in people. It is necessary to distinguish the good, bad and the evil.

As a Presbyterian Pastor,I offer this to you.The Lord made all people different,so,how can you believe that everyone will live,believe, value,and,react the same way with all principals that come up everyday in the world we all live in? The ONLY way to stop all these evils is for each of us to try to understand our fellow man,or,woman,based on their beliefs,religion,and where they come from.We ARE NOT robots that act,talk,walk,and,think the same way.The moral of this story is that we all should try to except the fact that we ARE all different in so many different ways.UNDERSTANDING EACH OTHER,AND,RESPECTING EACH OTHER would make your question be easier to answer.The question we should ask ourselves is "Do I try to understand other people's heritage,beliefs,history,and their way of life?" Most of the earth's population lives below the poverty line . . . a considerbale portion of them are starving. On the other hand, the ones who are rich think they can bever be rich enough. I would not call this "everything necessary."

even when everyone get everything but there is still the differences, because society needs different type of things, services etc. so to fullfill the functional requirement of society there will always be stratification.
