Nope. The principal secretary is the head of the PMO and reports to the PM. He does not have the powers to dismiss the home secretary (who reports to the Home Minister btw)

Principal secretary to PM can't change Union Home secretary as per law of the land.Only President has got power to do so.

provided, the PM has hinted his principal
secretary to remove him. ( Of course,
if Sonia Gandhi does approve it.)

P. Chidambaram is the Super PM.
