We have done in the past, for instance Robert Green was put in the squad while he was at Norwich in the 1st division. Its a difficult question, sometimes it is simple that they are playing in lower divisions for a reason. However, it would put the spotlight on talent that would be snapped up by premiership teams anyway.
Wales have a team that in the past has been full of lower league players, there is your answer really.

All are players bought by WHU from lower leagues, that are in the current squad. They are out there if you look hard enough for them.

Nigel Reo Coker
Hayden Mullins
Robert Green
Nigel Quasie
Tyron Mears
Danny Gabidon
James Collins
Dean Ashton
Marlon Harewood
Carlton Cole

There are probably others but I have to go and get some kip. Goodnight.
