electrical work is best left to some one who is qualified,there is a potential difference between "live", assuming this measurement is taken from the supply side of the circuit breaker, feeding the breaker, and neutral being at zero volts due to the men point,there should always be a reading equal to the supply voltage, which in oz is around 240v,however if you are measuring the voltage leaving the breaker with the breaker off you either have a faulty breaker, which if tested correctly is safe to do,or your circuit wiring of the installation may not be to standard , as u could possibly have circuits fed from two or more seperate circuit breakers, but some where the actives from the two circuits are joined together,possibly at the light points or the outlets,fan etcso your isolated circuit is getting fed from another circuit breaker .Each circuit should only be fed from one breaker that should be clearly marked and tested prior to energisation

you shouldn't. either you turned off the wrong circuit or your circuit breaker is bad.

if some thing is connected to the circuit, any type of load. you will be reading the loads resistance

if it in a 3 way on of the legs is wired wrong
