you must mean internet explorer, not windows exploror. well the answer is simple, you have spyware. why do you worry about IE anyway when you already have firefox?

There is some problem with your Internet Explorer settings. Try to delete All Offline Content (Internet Explorer -> Tools -> Internet Options ->General Tab -> Delete Files (Check "Delete all Offline content))

Also, check your system for any spywares/malwares installed & remove them using Ad-aware. Link : http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5

ie 7 is too heavy on computer resources, so either increase config of ur machine or use firefox.

sometimes windows also builds some useless files which do not allow ie so clear if u know which one
