Your question is a bit vague, but I would think that Internet threats would be primarily dealt with by trying to get a definitive ID of the perpetrator which I assume would start by getting their IP address and tying that down to a sepcific location and then narrowing it down from there. Perverted Justice does something like this to identify and entrap child molesters in the United States.
