they have just started building flats across the road from me and they start early in the morning and finish late what are the hours they supposed to?

Contact your local council (Environmental health team) if you want to speak to a 'real' person about it.

Otherwise there are these guidelines:

"The policy precludes, except in exceptional circumstances, works of construction being carried out between 18.00 to 08.00 Monday to Friday, from 13.00 on Saturdays and any works on Sundays, Bank or Public holidays."

In the UK Building regulations relate to the actual building of the property not the employment of workers. If the issue is around noise in the early hours or late at night you should contact your local authority.
If there are specific agreements about working hours to avoid nuisance, the planning department should know. Noise pollution is dealt with by environmental health

Local councils state that Buiding works must not start before 08:00 with any noise, IE cement mixers, that is likely to cause noise pollution, and the same in the eveing I think up until 18:00

If you are in the US, this would be covered under your municipal code (most town have it online). Call your Town or City Hall they should be able to tell you what they are and have them stop or you can call the police.

building regs wouldn't state. its your local council you need to talk to.
