Why do these people say both?
Example: "Naughty or Nice"? "Oh, I;m nice but i also like to be naughty!" Nobody asked you that.
Another example: "Innie or outie"? "stay or go"? "black or white"? "yes or no"?
The only question that seems to get a definite response is COLTS or Bears? Some idiot will probably say it will be a tie!

I think I see what you are getting at - the people you refer to are trying to give 'catch-all' answers so that you will award them Best Answer. It is fence-sitting and banal and should be stamped out immediately!
But wait a minute - isn't it of more concern that people are actually setting questions of that calibre in the first place? The internet is a powerful tool in the spread of knowledge but sometimes it feels as though the ether is gradually being filled up with mindless crap - Yes or No? :-)
