What are you talking about? How are our tax dollars helping a woman in South America have 9 kids? You need to cite your information. If you can't, it is probably because you are manipulating the truth to fit your political agenda. I do not think your claim is accurate.
Regardless, the fact is that America HAS to spend money on other countries. I suspect that this is what you are harping on. Like it or not, we live in a global economy. The welfare of other countries affects the welfare of ours. If you don't believe me, go find an economist and ask them. By showing goodwill to other countries, they are more willing to trade with us. They are also more willing to ally when necessary. In some cases, they are even more likely to loan us money. You are aware that we have a severe budget deficit, don't you? Well, guess what? That money was borrowed from countries that we helped in the past.
You cannot shut yourself off to the world and survive. History is full of examples of countries that suffered greatly due to an unwillingness to work with other countries, and sometimes this means helping them out financially. Spain went through 500 years of decline due to shutting itself off from other countries. China did the same, as did the Soviet Union. Close-door politics is proven to not work. So, ultimately, helping other countries IS helping Americans, because our economy is driven by good relations with other countries, rich and poor.
It is also interesting that you specifically are asking "liberals" this question. That would imply that you are conservative. Though not necessarily, statistically it is likely that you are a Christian. If so, you need to read up on your Gospels. Christ teaches us to help the poor and less fortunate, and the good Samaritan was a foreigner. We need to follow his lead.

I'd rather see our tax dollars help a HUNDRED women in South America have huge families than see them used to kill ONE innocent Iraqi, or to hold ONE prisoner in Guantanamo Bay without right of legal counsel or a speedy trial. That said, the amount of money being spent on humanitarian aide outside the country is so small, it's barely an insect on the pile we've dropped elsewhere.
