You will have to be more specific with "Fully" China is on its way, SE Asia is rather industrial however third worls style. My guess would be some of the EU countries. I wish it was America, we stopped producing a long time ago and we need to start again

can only think of one for sure - India - there isn't that much industry there, that's why so many engineers move out of India.
But, I suspect that will all change soon.
but as a wild guess, and I do mean wild - North Korea
I think that they might get sick of living in a repressed country and once they break off the chains that bind them, they could become an economic superpower.
