They grow to suit the size of their tank. I had one a few years ago. Sorry I don't know in gallons but it was about 4' long, and about 2' high, and about 2' wide. He seemed happy enough until my ex turned the heater up too high and cooked him.

Trust me there is no comfortable size for a red devil. No matter what size you get it. He will dominate every fish in the tank. It will rearrange every plant, rock , & gravel you put in the tank and finally it's still not happy. I have kept red devils for years and I have found these things out the hardway. My red devil was a female and was she nasty. But there are methods to control the madness. If you choose to have other fish in the tank that are aggessive then you should use piles of rock and deco to make each fish a terrority. I use one end for the red devel the other end was for the 8 other fish I housed her with. I kept her busy by rearranging her little terrority, pushing the gravel and moving rocks. But she would get right back to work and it would look the same. Now to finally answer you question after all this babble.
Red devils can get big, I mean 8"-12" of course you can stunt their growth in a smaller tank but then you only have half of fish and won't get to enjoy it. I would start with a 55 Gallon no less. Next up 75, 90, finally when fully grown 125. Hope this helps

The inch per gallon rule is a bad rule. You're not going to put a 12" fish in a 12 gallon tank and have it live long. For a full grown red devil, 75 gallons is good.

Since these fish grow large ( about 12" for males and about 10" for females), they need a spacious tank. For 1 devil, a 55 gallon will suffice. If you are buying a baby(1/2 to 2"), then you may keep it in a 10 gallon tank but you must be willing to buy another tank to suit it's growing size.

Red devil cichlids grow to 12 inches long, and need at least 55 gallons. This is if you only want 1 red devil cichlid with no tankmates at all. If you want other fish you really need 100+ gallons because red devil cichlids are quite territorial.

I think this will totally depend on the size of turtle and as they can survive without water so there is no need to buy big size of tank.
