Definitely Spider Man, and not because I like him better. Spider man has actual super powers (strength, speed, agility) which Punisher does not. (Unless you’re talking about some very recent juiced up version of him of which I am not aware.) Spider Man has always been shown as able to dodge bullets, using his Spider Sense, etc. So he would have no trouble punishing the Punisher.
