You cannot stop it. 1 in 4 get there identity stole every day. These thieves are hard to catch. It is crazy. The only thing you can really do is protect yourself. I am protected with one of the best indentity shields. They will actually restore my identity if or should I say when it gets stolen. I feel so safe with it and have felt so much comfort, that now I am an associate for the company. If you just want to check out a chort video, they can give you tips and show you the protection offered. Please, do not take this as a sales pitch because lord knows I am not a sales person. I really just want to give people information to protect themselves because it will cost you almost 600 hours and a lot of money to fix your identity.

... sigh. Follow these steps and your identity will not be stolen (or at least it wont be your fault when they haxxor your banks security system). Step 1: stop looking at teh pron. Step 2: Don't visit crazy akbar's internet shop of ridiculously good deals. Step 3: Only use paypal when paying online. Step 3a: Ebay is the devil. Step 4: Realize this: no one wants you to look their resume' a letter to a relative, a will etc. and every single email you get that has a link or an attachment is a virus that will act as a key logger. There ARE NO EXCEPTIONS TO RULE 4. Step 4a: And this: Every single piece of information you download from a website is a virus that will act as a key logger. (of course this isn't as true as rule 4 prime but it is very close). The fact of the matter is these hackers are in other countries and actually do precious little hacking. They prey on the general ignorance of the population (and you will never go broke betting on that).

Shred any documents with important financial info on them, like SSN, bank accounts, credit card accounts, tax records, etc.
Have a locking mailbox, and do not leave letters to be picked up by the postman, unless in a locked mail box. A lot of identity theft and fraud is due to criminals simply grabbing your mail.
Check your credit reports 3 times a year, every four months. You can go to www.annualcreditreport.com and get one copy of your report from each bureau for free, once per year. I scheduled a reminder on my calendar to pull one every 4 months, first one Equifax, then Experian 4 months later, then TransUnion 4 months after that. Look for anything unusual and investigate and dispute anything unusual.
Several states allow you to "freeze" your credit with the credit bureaus. See if your state allows that. If so, contact the bureaus and tell them to freeze your credit until you need to apply for credit.

Be extremely careful where and how you send your personal information. Shread sensitive documents.
Or of course you could try the alternative plan, run up so many bad debts that your actual credit rating is soooo bad nobody on the planet would lend you so much as a pencil and then anyone attempting to steal your identity will give it straight back.

Protect all private information, including ssn, credit card numbers, passwords, etc. Shred old documents that you no longer need. Shred pre-approved credit card offers that you don't want. I saw on the news a few months back how they tore up some of these offers then taped them back together, crossed out the address and wrote in a new one, then sent it in and got a credit card from the company. Scary!

Never under any circumstances give to anyone your Social Security number US or Social Insurance number Canada to anyone except of course your employer or government agency and don't carry this cards in your wallet or purse. Invest in a paper shredder to destroy documents with any personal information on it that you would want anyone else to read never give information over the telephone. Also destroy any credit card application forms that come addressed to you in the mail.
