there has to be enough water in the bowl to submerge the rubber end, if there isn't you can put some in with a cup. the basic principle is to force water down the pipes. so there has to be pressurize water which is why the plunger flexes as you push down. kepp going at it, if it doesn't work then the clog is bag and you have to call someone

Well the plunger is the most popular that is for sure, but if you don't have one of those then some times you can take the tank lid off and raise the level in the bowl by lifting the flapper or what ever type of mechanism you have on your toilet that lets water go into your bowl. Raise it right to the rim and some times with all the water weight it will push the plug out. If that is not your cup of tea there is a device called a Closet auger. That is the thing that one of the ladies had mentioned and I guess her husband is a plumber. I am a plumber too. Personally I'd just get a plunger. Put plunger into toilet bowl and make sure it is seated as air tight as possible. Flush toilet to fill bowl with water. Depress plunger up and down rapidly to create suction. do this for about 2 minutes, then pull plunger out and see if water drains from bowl as normal. you may have to do this more than once. If not working after that, the problem is in the soil pipe outside .

i have plunged and augered many toilets. the plunger should be flexible, not dried out and stiff.maintain as high of level of water in the bowl as possible and the tank full. this will help keep pressure against the plunger. make sure if you have one of those real deep large black plungers, you angle it as you put it in the bowl so it will fill with water as inserted so you will have more body to the plunge. often times , with a good fit, the suction when pulling back will unblock the toilet better than the pushing down. also, by having a good level in the bowl, you won,t splash back water on you or the floor. signed TERD TENDER

Lift toilet seats.
Place plunger into toilet in a manner that will make a seal (almost vertical.)
Push plunger downward (in toward the toilet.)
Allow plunger to return to normal form.
Repeat as needed.

since plungers are really easy to use, chances are you need to use a metal toilet auger.
You'll have to make a trip to the Home Depot for that, or whatever the hardware store of you choice is.
