I had a friend that, through some freak event, had his testicles twisted around each other, it is called "testicular torsion", and I remember he had to have surgery to correct it. If left untreated it can be serious. It is most common in boys in their early teens as the enter puberty, but can happen at any age. See the link below for more info.

the only thing I can possibly guess that the teacher was trying to tell you was that sometimes a male can have his epididymis twisted. It is very painful. Often times it is mistaken for a hernia.

from Wikipedia:
"The epididymis is part of the human male reproductive system and is present in all male mammals. It is a narrow, tightly-coiled tube connecting the efferent ducts from the rear of each testicle to its vas deferens."

However, when I was seventeen, I went into the doctor to ask why I was hurting really bad in that part of my body. The hospital staff thought I had a twisted epididymis when it actually turned out to be an appendicitis. Big difference! I could have died if they hadn't figure it out.

He/She needs fired. "Cords" meaning veins I'm sure can get twisted and cause a decrease in blood flow, which will result in real blue balls and they can die. They won't fall off though. The only way they'd fall off is if you were banned. Which is what they do to bulls.
