I have to tell you honestly my son was like that as a baby, and I always knew there was something wrong with him it wasn't till he was about 12mths they said he was autistic and we later found when he started school that he also had PDD look these up yahoo search engine I think you be surprised at what you find.I don't do drugs and never had. The baby may not have the best parents but it may not be them. If you really think it's them you do have the right to call your local authorites and have them drug test the baby and/or the parents.
