Probably not. When you are talking about people with a real deminished capacity, they are normally wards of the state. In other words, for their own good someone has been put in charge of them to make their decisions for them so they really have no self determining rights. Of course I am talking about the ones who are institutionalized and in halfway houses. You could put stroke patients ot people with serious head trauma in this group as well. In a nut shell since they cannot make informed decisions on their own they probably cannot vote, a lawyer could give a better senerio.
But the ones who are functional can vote. As long as they can make a dicision on their own they can vote.
