My boyfriend's 2002 Pontiac Firebird, 103K miles, manual transmission, would not start this morning. They tried jumping the car, no luck. He thought the battery was going out, so he replaced that, no luck. Dash said "reduced engine power". Had it towed to dealership, they said it was some sensors, and it was fixed. Drove home fine. He went out to start it again this evening, had trouble firing up, now won't go above 30 mph.

Fan clutch is failing.
The engine cooling fan runs off the power sterring pump. When the fan assembly starts to fail this is the customer complaint.
