"Schwarz" means "black". For example, "Schwarzwald" is the German name for "Black Forest". "Der Schwarzer" could mean 'The Black person", but it is not polite, and I don't recommend using that expression. "Schwarzer" also is a Yiddish word taken directly from German, and it refers to Black people, as well--but, again, I don't recommend anyone using that term.
General Schwarzkopf's name means, "Blackhead".
In a number of places, the Black American comedian Eddie Murphy plays a New York Jewish elderly man, who speaks excellent Yiddish, and his character refers to Black people as 'Schwarzer' or 'Schwarze'. He seems to be able to get away with it because he is Black, and it sounds humorous because of the context in which you have a Black man speaking excellent Yiddish as you would hear it on the streets of New York City--which is unexpected. But still, it is not polite.
There are many combinations of words in German that have "Schwarz" as part of the combination.
Divamommy is correct in saying the word is 'Schwarz' and not 'Schwartz'. To people who don't know German spelling, the word correctly pronounced does sound like 'schwartz' because the final 'z' is pronounced as though it were a hard 'ts'.

It means "black", usually refering to the colour, and not necessarily as an epithet. That would usually be "schwartze" or "schwartzer" (I think).

I heard Arnold tell Dave Letterman that Schwarzeneggar is 'schwarzen' 'eggar', 'black plowsman'. I trust this is black from working long hours in the sun.
