Would it be any actor that wants to? because I heard that Eva Longoria voted for them. Anyone else have specific names?

The Screen Actor's Guild is the union for actors. Even if your just in a commercial you get a SAG card. Most production companies won't hire you unless your a member of the Guild. The SAG Awards is a time for the actor's to honor their peers.

As you've figured out by now, members in good standing with the Screen Actor's Guild. Becoming a member is a bit of a double-edged sword. You can't work a SAG job (which includes television shot on film or in high-def), until you have your SAG card, but you can't get your SAG card, until you work a SAG speaking role (or are recognizable in a commercial for a specific period of time). Aside from the benefits, we are also occasionally sent advance DVD screenings of nominated movies, to help us in our voting. All in all, it's pretty awesome to be recognized by your fellow actors, who understand what the heck we really do!

SAG awards are voted on by any/all actors that hold a SAG card. They have to work so many hours, to receive their SAG card...and then they have dues to pay to keep active....Heres some info from the *offical* SAG website.....

VOTING AND VIEWING NOMINATED FILMS
Voting for the Screen Actors Guild Awards® is done in two stages. The first, nominations balloting, is voted on by two nominating committees. These nominating committees are selected at random by computer each year. The second stage of voting, the final balloting, begins once the nominations are announced January 4, 2007.

Final Balloting
Once nominations are announced, ballots are prepared and mailed on January 5, 2007 to the entire active, paid-up Guild membership. To be eligible to receive a ballot, your November 2006 dues must have been paid -- and any address changes must have been submitted to the Guild -- by December 15, 2006.

1. Voting for awards shall be restricted to active members in good standing of
Screen Actors Guild who have paid their dues in full by December 15, 2006.

the members of Sag vote for each other. So basically it is anyone that holds a sag card, and in order for them to get one they have to be in a major motion picture and say at least a couple of lines, or more.So every actor that you seen in the movies at least the major ones are a member.
