not sure but I think cheeky might mean smart mouth maybe a show off. might better look up the word cheeky and we all know what b*tch means

I can't fully answer question. I've heard a lot of people from New Orleans used the word. It's not a compliment for starts. It was usually used when someone did something the other person did not like.
