What you see in magazines and ads is called photo retouching.
You can buy non-prescription colored contacts, though. You can also use Visine prior to inserting them if you have redness.
Other than that, I am at a loss.

sparkling eyes shld not be on special occasions only. if you feel good w/in you it will reflect in your eyes. always feel beautiful and the window of your soul will show off

Iam guessing they are using some kind of photo editor...I have nikon editor and it has a feature to do things like that to a photo...photo shop is good to try going to www.download.com maybe they have a version of it...

use eyeshadow, it can create depth, contrast, dramatics, and make the plain eyes pop with color and bring them out.
